Saskatchewan’s auditor says it’s not clear whether a program that aims to streamline organizations and cut costs is working.
Judy Ferguson says there isn’t enough information to know whether the Lean initiative is providing better service, creating a culture of continuous improvement, or demonstrating a return on investment.
The auditor looked at Lean use across government ministries and agencies, with the exception of the Ministry of Health.
Ferguson says a group responsible for monitoring and reporting Lean activities and results tracked things such as training events.
But she says in her annual report that the group did not effectively report on whether Lean was improving service delivery.
Ferguson also says without that information, the public won’t know whether the initiative is achieving success.
