There are 44 players on the active roster. Quarterbacks are taken out of the equation, leaving 41 players. Twenty-one of those have to be Canadian. You can have more if you like but that is rare.
The Riders and the Stampeders are the only teams that dress 22 Canadians because their Canadian QBs don’t count. The ratio also states you need seven Canadian starters.
