The Crown wants more prison time for the man already serving the province’s longest-ever sentence for child pornography.
Philip Chicoine was sentenced in November 2017 to 12 years in prison after pleading guilty to 40 child porn-related counts, including possessing, distributing and making child pornography as well as child luring.
Court heard that a collection of images and videos police found in Chicoine’s possession included a large amount of material focused on the torture of children. He also admitted to paying in excess of $20,000 over a period of about six years to women in Romania and the Philippines to have them sexually abuse children while he watched via streaming video link and gave instructions.
In a notice of appeal, the Crown called Chicoine’s 12-year sentence “demonstrably unfit,” arguing it didn’t adequately reflect the gravity of his offences, nor his level of responsibility.
The Crown is seeking to have Chicoine’s sentence increased to 17 years, the same sentence as was requested by the prosecutor during arguments at his original sentencing hearing.
