A man convicted on two counts of sexually assaulting a 14-year-old girl has been sentenced to 14 years in prison.
Phillip Lionel Levac, 35, was found guilty in June of 2020, but sentencing was delayed as the Crown sought to have him declared a dangerous offender. He was handed that designation on Sept. 16 of this year in Regina Court of King’s Bench.
As a dangerous offender, Levac could have faced an indeterminate prison sentence. Justice Graeme Mitchell didn’t impose a sentence during the hearing Sept. 16, opting instead to ask for submissions from the Crown and defence counsel.
Mitchell passed sentence Friday, handing Levac 10 years on one count and 14 years on the other, with the sentences to be served concurrently.
With credit for time served, Levac will spend more than 10 years behind bars at a prison in British Columbia.
According to court documents, he also was handed a 10-year long-term supervision order and a lifetime firearms ban. He must provide a DNA sample and will be registered as a sex offender for the rest of his life.
Levac also will face conditions when he gets out of prison that will prohibit him from going to place like parks, swimming pools, daycares, schools, playgrounds, and community centres where young people could be found.
In November of 2017, Regina police warned the public about Levac when he was released from prison to live in North Central after a previous sexual assault conviction.
Police warned the public that Levac was considered a high risk to reoffend and had a history of committing violent sex crimes both as a youth and adult. They also noted he hadn’t completed any programming to address his risk factors to reoffend.
In April of 2018, police responded to a complaint from someone who reported seeing Levac in the company of a teenage girl.
Following an investigation, he was arrested at his home and charged with two counts of sexually assaulting a 14-year-old girl. He was found guilty in June of 2020.
In February of this year, Levac was convicted of aggravated assault after he beat up his cellmate in the Regina Correctional Centre. That incident happened in January of 2021.
