Around 3,000 residents of Outlook can now flush their toilets, but still cannot use their water from the tap.
On Monday, town staff discovered a hatch had been tampered with outside the reservoir, forcing the water to be treated as compromised.

Outlook’s Chief Administrative Officer Kevin Trew said as of 3 a.m. Wednesday, crews were able to turn the distribution on to start flushing lines.
While water has been restored, he said residents still cannot use the water as it’s still under an order from the province’s Water Security Agency.
“It is obviously not fit for human consumption, not fit for bathing, not fit for showering, really not fit for touching your bare hands or any body parts,” Trew said.
He added that tap water should not be used for at least the next five to seven business days.
Trew said the town has now entered into its second phase of flushing the water system.
“We’ve got hydrants open (and) there’s water going on the streets,” Trew said.
“There’s snow coming down and there’s a blizzard, so that there’s a different hazard altogether there.”
Trew said the town has provided updates for residents on its social media pages, and is also giving free four-litre jugs of water at the recreation complex to those who need it.
We have another truck load of water coming here (this afternoon) and even with the weather, we’ve been assured that they’re going to get here,” Trew said.

Trew said volunteers have stepped up during the winter storm to deliver water to seniors and vulnerable people who cannot navigate the extreme weather.
He said there is an ongoing RCMP investigation into incidents of vandalism and criminal activity reported on Sunday night and early Monday morning, noting there were also break-ins reported during that time.
Trew said the RCMP thinks the incidents could be related.
