Police said the driver committed traffic violations that included speeding, driving without headlights, entering oncoming lanes, crossing medians, travelling through parks and pedestrian pathways and failing to obey traffic lights and signs.
The tire deflation device eventually brought the vehicle to a stop near the 1800 block of Albert Street. The driver ran away but police said he was then found hiding in the backyard of a home in the 1800 block of Angus Street.
