High-risk sex offender moving into Regina’s Heritage neighbourhood, police say

The Regina Police Service (RPS) is warning people that 49-year-old Jason Paul Thorn, a high-risk sex offender, will move into a home in the city’s Heritage neighbourhood on Monday.

Regina Police Service said in a news release on July 26 that Thorn, who poses a high risk for acts of sexual offending against female children, would be living in a residence that provides supervision and monitoring of his activities.

Police also emphasized the information was being released to enable people to take suitable preventative measures, not to embark upon any form of vigilantism or “other unreasonable conduct” directed at Thorn.

Thorn is 5-foot-9 and weighs about 170 pounds, with a medium build, brown eyes and black hair, police said.

RPS said Thorn has a history of reoffending and the prospects for reduction of his risk through treatment interventions are poor.

Thorn was granted statutory release effective July 27 and police said he would be subject to a long-term supervision order on March 18, 2027.

The Parole Board of Canda has said Thorn must abide by these conditions:

Follow a treatment plan/program to be arranged by his parole supervisor in the areas of sexual deviancy, trauma and substance abuse.
Follow a psychological counselling plan to be arranged by his parole supervisor/as directed by a clinician in relation to sexual deviancy.
Follow a psychiatric counselling and medication regime as directed by a clinician.
Abstain from consuming, purchasing or possessing alcohol or any drugs not prescribed. Over-the-counter drugs must be taken as recommended by the manufacturer.
Not to associate with any person known to be, or have reason to believe to be, involved in criminal activity or substance use .
Immediately report all intimate sexual and nonsexual relationships and friendships or changes in relationships to his parole supervisor.
Not to purchase, acquire, possess or access pornography or sexually explicit material in any form or type of media.
Not to be in the presence of any children under the age of 18 unless he is accompanied by a responsible adult who knows his criminal history and has previously been approved in writing by the parole supervisor.
Not to be in, near, or around places where children under the age of 18 are likely to congregate such as elementary and secondary schools, parks, swimming pools and recreational centres unless accompanied by an adult previously approved in writing by his parole supervisor.
Reside at a designated community-based residential facility or psychiatric facility approved by the Correctional Service of Canada.
