Construction on Regina’s second Costco location could be about to shift into high gear.
A $24-million building permit was issued to Costco Wholesale Canada Ltd. on July 8 for the site at 8701 Dewdney Avenue in Westerra, where work has been underway since the spring.

A permit was issued for foundation work in April. The new permit is for “superstructure or part of new building.”
The City of Regina first approved a discretionary use for the site in August 2024, but the location was later released by the company which was instead considering a location in the Global Transportation Hub.
Costco agreed to build on the Dewdney site in May 2025, after council approved an incentive agreement.
According to a city report that month, the existing Costco on the city’s eastern edge attracts two million customers each year.
