		<content:encoded><![CDATA[<p>Not only were high winds causing problems for people in Saskatchewan’s southwest on Thursday, but they were also complicating fixing the problems.</p>
<p>According to SaskPower, around 6 p.m. on Thursday, winds were gusting to 97 kilometres per hour around Eastend, bringing down 10 transmission structures in the area.</p>

<p>“We were able to restore some customers through switching, through feeding and from different lines, but Eastend is fed by that one transmission line, so we need to get those structures repairs before we can get the power back on,” explained Joel Cherry, spokesperson for SaskPower.</p>
<p>Cherry said the wind – combined with wet conditions in the area –  was making it hard for SaskPower crews to respond to the outage.</p>
<p>“We have personnel and materials and equipment on site, and we’ve done as much as we can at ground level but to complete those repairs, we have to work in bucket trucks and when the wind gusts are as high as they are right now, it’s not safe to do that,” he said.</p>
<p>High winds are expected through the rest of Thursday. Cherry said people in that area are likely going to be without power overnight again, as a result.</p>
<p>There were two other, larger outages in southern Saskatchewan as of midday Thursday. One was west of Weyburn, which does not have a cause yet.</p>
<p>One east of Regina in the McLean and Qu’Appelle areas was caused by a damaged cross arm on a power pole, SaskPower said. Cherry said at the time that it wasn’t clear if the damage was caused by the wind, but said it was a possibility.</p>

		<content:encoded><![CDATA[<p>The Moose Jaw Police Service (MJPS) reinstated a long-serving senior officer following an extensive legal review into a dismissal that occurred in late 2024.</p>
<p>Moose Jaw Police Service chief of police, Robert Davis, confirmed on Thursday that Superintendent Taylor Mickleborough has been reinstated to the service, effective this month, with full salary and benefits restored.</p>
<p>The decision was shared by police in a news release on May 14.</p>

<p>Mickleborough was dismissed on September 30, 2024, by then-police chief, Rick Bourassa, under Section 60 of <em>The Police Act, 1990.</em> Mickleborough appealled the dismissal under Section 61 of the same act.</p>
<p><a href="https://moosejaw.ca/wp-content/uploads/2022/07/The-Police-Act.pdf">Section 60 of the act falls under orders &#8220;respecting incompetence or unsuitability,&#8221;</a> which indicates a chief may take disciplinary action in the form of dismissing; demoting; suspending; ordering probation or close supervision; ordering counselling, treatment or training; or reprimanding a member of the force. This applies if the member has &#8220;rendered himself or herself unsuitable for police service by having been found guilty of an offence&#8221; pursuant to the Criminal Code or an Act of Parliament, or &#8220;has conducted himself or herself in a manner that, despite remedial efforts if it was reasonable in the circumstances to make remedial efforts, renders the member unsuitable for police service or establishes the member as incompetent for police service,&#8221; according to <em>The Police Act, 1990.</em></p>
<p>Mickleborough is a 25-year member of the force &#8220;without any record of discipline, earning promotion through the ranks,&#8221; according to Moose Jaw police.</p>
<p>Before appeal hearings were scheduled, Bourassa retired in February 2025. In the same period, the service’s in-house legal counsel withdrew from the file, citing a conflict of interest.</p>
<p>According to the release, external legal counsel was retained by the Moose Jaw Police Service, while Mickleborough secured independent counsel. A comprehensive review of the evidence and applicable disciplinary principles followed.</p>
<p>Davis, who assumed the role in August of last year, said he was presented with the findings of that legal review and found that proceeding to a public appeal hearing would not be in the best interests of the organization.</p>
<p>The chief provided an official statement about the situation.</p>
<p>“I give lots of credit to the very experienced and highly regarded legal counsel that were engaged by both the Moose Jaw Police Service and by Taylor Mickleborough,&#8221; Davis stated.</p>
<p>&#8220;I am impressed with the professionalism with which they have assessed the evidence and the issues. Legal counsel focused on strong legal principles, including the expectation of high standards of conduct and leadership from senior members of the service, the absence of prior discipline, recognized contributions to the community over years’ service, the health and financial security of families, and the value of long-term police service to the community.</p>
<p>“First and foremost, we have based our current decision with the well-being of everyone in the workplace in mind,&#8221; Davis explained. “I have little doubt that a public hearing would have been incredibly stressful for all involved, detrimental to the culture of the organization, diverted resources from their regular duties at a time when we all need to focus on the safety of the City and, in the end, would have resulted in Taylor’s full reinstatement.”</p>
<p>Chief Davis also emphasized what he called an “organizational reset,” saying the situation presents an opportunity to strengthen workplace culture, rebuild internal relationships and focus on officer wellness and professional development.</p>
<p>“Like many of his colleagues at the police service, Taylor has a spouse, and they are raising a young family in the community. I am very mindful of the impact that a decision to end a career and livelihood has had on Taylor’s family, as it would in any policing family. I want all of our team to know and be confident that I will not take lightly the value of their service and careers, or their place in our community,&#8221; he said.</p>
<p>&#8220;Our focus going forward is building the overall wellness of the entire team by strengthening relationships, professional and personal growth, and creating conditions that allow for the whole team to learn and grow together so we can be the best we can be to keep our City safe.”</p>
<p>The Moose Jaw Board of Police Commissioners thanked legal counsel involved in the process and expressed support for Davis in resolving what it called a long-standing legal matter that predated both the current police chief and board membership.</p>
<p>The service said the specific terms of the reinstatement will remain confidential due to privacy considerations.</p>

		<content:encoded><![CDATA[<p>OTTAWA — An analysis by the Public Health Agency of Canada says there is a high risk of measles transmission in this country during the FIFA World Cup.</p>
<p>The federal agency has completed an infectious disease risk assessment as officials prepare for thousands of players, staff and fans to converge on Toronto and Vancouver next month.</p>
<p>It analyzed 14 pathogens that could be imported during the games, including avian and swine flu, mpox, Ebola virus, poliovirus and measles.</p>
<p>Measles is the agency's top source of concern because of how widespread it is around the world and how easily the disease is transmitted through the air.</p>
<p>Canada lost its measles elimination status last year after an outbreak persisted for more than a year.</p>
<p>Mpox virus is next on the list but it poses only a moderate risk because it's spread to close contacts like sexual partners or people in the same household.</p>

		<content:encoded><![CDATA[<p>OTTAWA — Conservatives are questioning why CBC is funding a spoof program that used false pretences to lure high-profile people accused of downplaying the damage caused by residential schools into sitting for interviews.</p>
<p>Several current and former Conservative politicians have gone on social media to denounce the production “Northland Tales." The show is being produced for CBC and APTN.</p>
<p>The show is described by the Indigenous Screen Office — which works to increase Indigenous media representation using federal funding — as a satire program meant to “flip the script” on modern and historical injustices against Indigenous Peoples.</p>
<p>Frances Widdowson, who has described herself as a “known controversial figure” and has publicly questioned the history of residential schools and unmarked graves of children at the site of a former school in Kamloops, described her interview for the show in a video posted to social media this week.</p>
<p>During what appeared to be the tail end of the interview, a pile of shoes was placed in front of Widdowson. Children’s shoes were widely used as symbols for the children who died or never made it home from residential schools after news broke in 2021 that potential unmarked graves were found on the grounds of the former Kamloops Indian Residential School in Kamloops, B.C.</p>
<p>At that point, Widdowson realized the interview was a spoof and turned her phone on the program host. She grilled him on the purpose of the show in a video that was transmitted live and later posted to social media.</p>
<p>“I’ve got nothing to be ashamed of. I just don’t like being lied to,” Widdowson said in the 11-minute video.</p>
<p>“I was given a sense it was something different than what it was, but that’s kind of part of the thrill of it, I guess.”</p>
<p>The Canadian Press reached out to Widdowson for comment but did not hear back.</p>
<p>The show is described by the Indigenous Screen Office as an unscripted comedy series "where an Indigenous activist trio uses pranks as a form of social action.</p>
<p>"With outrageous humour, they flip the script on modern and historical injustices against Indigenous Peoples, offering a fresh, timely perspective on the prank genre, akin to shows like Borat and The Yes Men."</p>
<p>Former Alberta premier Jason Kenney attacked the production on social media, calling it "appalling, doubly so as this fraudulent activity is being conducted with our tax dollars."</p>
<p>Other politicians, including B.C. MLA Dallas Brodie, posted on social media they were also asked to appear on the show.</p>
<p>Conservative MP Aaron Gunn told The Canadian Press he was approached "very persistently" by the show’s production staff in April but ultimately decided not to grant an interview.</p>
<p>Emails from the show’s producer to Gunn’s North Island-Powell River constituency office, provided to The Canadian Press, say the show was looking to examine the debate over “Canadian historical memory — specifically the forces driving the removal of monuments to figures like Sir John A. Macdonald, and the pushback from historians, legal advocates, and ordinary citizens against Canada's founding values and cultural memory.”</p>
<p>“We'd like this series to give a broader platform to those at the forefront of this fight, like Mr. Gunn, bravely speaking in defence of Canadian heritage,” the email continues.</p>
<p>One of Gunn's constituency office staffers described in an email a conversation she had with the show’s production team. She said she was told the production company was preparing a docuseries for CBC, which was under pressure to provide a balance of views on John A. Macdonald.</p>
<p>Gunn said it seems the show was “trying to entrap, trick and deceive some of the individuals who have been very outspoken in defending Canada’s first prime minister."</p>
<p>“I think it was entirely inappropriate for a taxpayer-funded state broadcaster to use a production company, or partner with a production company, that disguised their identities and motives in an attempt to lure or deceive or trick an opposition member of Parliament, as well as just other everyday Canadians,” he said.</p>
<p>“I do think everyone’s allowed to, of course, have their own opinions about these and other issues, but I think they are important conversations, and they are nuanced conversations, and they deserve real, serious conversations.”</p>
<p>In an emailed statement, CBC's head of public affairs Chuck Thompson said the show is in early production for CBC Entertainment and APTN. He said the news divisions of both broadcasters are not involved in the production and had no prior knowledge of it.</p>
<p>"Social experiments and satirical prank shows are a long-established television format used by broadcasters and streamers around the world, including many public broadcasters. In this case, the Indigenous creators are using the format for Northland Tales," Thompson wrote.</p>
<p>"A form of comedy is being deployed to increase better understanding of historical injustices against Indigenous peoples and support truth and reconciliation in Canada."</p>
<p>Thompson said it's important that the series does not have a negative impact on CBC's news brand.</p>
<p>APTN did not respond to a request for comment.</p>
<p>Gunn has had tense relations with First Nations — especially during last year's federal election campaign, when the regional chief of British Columbia called on the Conservatives to drop him as a candidate and accused him of denying the history of residential schools. Gunn has rejected that claim.</p>
<p>Gunn also has spoken in support of the first prime minister’s legacy, which has become a cultural and political flashpoint.</p>
<p>Macdonald is largely viewed as the architect of the residential school system and his statues were removed from some public spaces after news emerged of potential unmarked burials on residential school sites in 2021.</p>
<p>More than 150,000 Indigenous children were forced to attend residential schools, the last of which closed in 1996. An estimated 6,000 children died in the schools, though experts say the actual number could be much higher.</p>
<p>The Truth and Reconciliation Commission, which was tasked with researching the institutions, found they were rife with abuse. Children attending the schools were separated from their families and barred from visiting them.</p>
<p>The commission concluded the schools constituted “a systematic, government-sponsored attempt to destroy Aboriginal cultures and languages and to assimilate Aboriginal Peoples so that they no longer existed as distinct peoples.”</p>
<p>Kimberly Murray, Canada’s former special interlocutor on unmarked graves and missing children associated with residential schools, spoke extensively about what she called residential school denialism in her 2022 report.</p>
<p>"Denialism is not a simple misunderstanding of the facts; whether consciously or unconsciously, denialists are working toward the accomplishment of psychological, practical or political goals," she wrote.</p>
<p>"Indian residential school denialism must be taken seriously because it puts at risk the important work of truth and reconciliation. It should not be dismissed as a harmless fringe phenomenon."</p>
<p>Conservative MP Billy Morin, who previously served as chief of Enoch Cree Nation, told The Canadian Press the show’s premise fails to respect the gravity of the residential school experience.</p>
<p>“Not only is this wrong against a public servant, it completely disrespects and trivializes residential school survivors and their families,” he said.</p>

		<content:encoded><![CDATA[<p>The case of a <a href="https://www.ckom.com/2026/05/05/video-three-in-custody-charges-pending-after-fiery-idylwyld-drive-crash/">teen boy charged in connection to a burning crash on Saskatoon’s Idylwyld Drive</a> earlier this month was adjourned as lawyers continue work on his release plan.</p>
<p>The 14-year old – who cannot be named by law – did not appear in provincial court for the hearing on Thursday. His mother, however, was in attendance in the courtroom.</p>
<p>The teen will remain in custody until his next appearance on May 19.</p>

<p>According to Saskatoon police, the <a href="https://www.ckom.com/2026/05/06/video-man-and-boy-facing-charges-after-fiery-crash-on-idylwyld-drive-in-saskatoon/">crash happened shortly after 8 a.m. on May 5 at the intersection of Idylwyd and 58th Street West</a>. Officers responded after receiving a report from Corman Park Police that a Dodge Durango SUV had been driving erratically and was heading into the city on Highway 11.</p>
<p>The collision left an 82-year-old man in critical condition.</p>
<p>The teen is charged with possession of stolen property over $5,000, while the teenager is also facing charges of dangerous driving causing bodily harm, failing to stop after an accident and evading police.</p>
<p>A 24-year-old man, identified as Kiefer Ballantyne, was also charged with breaching court-imposed conditions. His next court appearance is scheduled for May 19 in Prince Albert.</p>
<p>Police said a third person was arrested, but not charged, in connection to the incident.</p>
<p>The Saskatchewan Serious Incident Response Team (SIRT), an independent agency that investigates incidents involving serious injury or death connected to police actions or occurring while someone is in police custody, is now investigating the circumstances surrounding the crash.</p>

		<content:encoded><![CDATA[<p>Ottawa's electricity strategy will consider ways government can shoulder some of the cost of doubling the country's grid by 2050 and ensure equipment and workers are available to make it happen. </p>
<p>The federal government released a discussion paper Thursday laying out the broad strokes of its plan and opening it up to feedback. </p>
<p>"The scale is huge, the timeline is short, and the task of getting the right mix of power is complex," Prime Minister Mark Carney told reporters in Ottawa. </p>
<p>Building Canada's electricity system is a "shared responsibility," the government said in the document.</p>
<p>"Striking the right balance can help ensure that the investment proceeds in a way that reduces risk and total cost, spreads costs over time and maximizes economic benefits across the country," it said. </p>
<p>The government backing could be in the form tax credits, as well as financing through the Canada Infrastructure Bank, Canada Growth Fund and Indigenous Loan Guarantee Program. There is also potential funding through initiatives like the $4.5 billion Smart Renewables and Electrification Pathways Program. </p>
<p>The document also highlights a potential role for institutional investors like pension funds, which have been increasingly gravitating toward infrastructure projects that deliver long-term stability and predictable yields. </p>
<p>"One of the things I like about the strategy is that it does focus on the financing mechanisms and how we attract investment to build this clean grid," said Kevin Thomas, chief executive of investor advocacy group SHARE. </p>
<p>"Institutional investors, at least, will be very interested in supporting the buildout, not just of the grid itself, but the manufacturing, the tech, the clean energy generation opportunities — all the things this opens up."</p>
<p>Where the plan suffers, Thomas said, is that it "doesn't make any hard choices." For instance, natural gas is seen maintaining a prominent role in power generation, especially in the West. </p>
<p>Clean electricity regulations brought in under former prime minister Justin Trudeau are to be adjusted to provide more flexibility to allow natural gas to play a larger role in building the grid.</p>
<p>Jordan Eizenga, national infrastructure and real estate leader at consulting firm Deloitte Canada, said there is hope large pools of capital, like pension funds, will come to the table. </p>
<p>"They haven't invested to the same extent that I think some of us would have liked within the country into greenfield infrastructure projects," he said. </p>
<p>Thursday's announcement gives those investors a sense of "where the ball is going," Eizenga added. </p>
<p>"It also does give a signal that this government will take a slightly more balanced approach, at least rhetorically, when it comes to thermal generation, like natural gas, than the prior government," he said.</p>
<p>"That sometimes gives a little bit of air cover for people to invest into those sectors as well, which do need capital."</p>
<p>The paper also suggests an analysis be done of Canada's electricity component supply chain and supporting domestic manufacturing of that equipment. </p>
<p>The grid buildout would be an "economic opportunity in its own right," said Evan Pivnick, with Clean Energy Canada. </p>
<p>"Underpinning this goal are the wires, components, and technologies that a modern electricity system requires, supply chains that Canada’s manufacturing sector could feed into," he said.</p>
<p>"It is vital that the government move quickly on its planned analysis of Canada’s electricity component supply chain and on its commitments of further support for domestic manufacturers."</p>
<p>Carney told the news conference that doubling Canada's electricity grid will require 130,000 new jobs by 2050. Right now, more than 80 per cent of employers in the sector are facing labour shortages, he said. The discussion paper lists a series of previously announced efforts to train and attract the skilled labour needed for the effort. </p>
<p>Dale Beugin, executive vice-president at the Canadian Climate Institute, said the electricity strategy offers a path forward to fix some persistent issues. </p>
<p>"Prioritizing the construction of nation building grid infrastructure to connect provincial grids and grow electricity capacity is the necessary first step to keep up with existing and future demand," he said. </p>
<p>"Investing in building skills and bolstering Canada’s ability to produce the hardware, grid components and services this expansion would require could offer economic and local employment benefits." </p>

		<content:encoded><![CDATA[<p>VANCOUVER — British Columbia's Office of the Information and Privacy Commissioner says the City of Vancouver is required to refuse to disclose addresses of short-term rental operators because it would reveal where "they live their private lives." </p>
<p>An adjudicator's ruling this week is the latest decision in a years-long freedom of information dispute with housing advocate Rohana Rezel, a tech industry worker who first sought business licence and address information on Airbnb operations in 2019. </p>
<p>The decision says disclosing the addresses of short-term rental operations would expose operators to potential "harassment, financial harm, and reputational damage." </p>
<p>The adjudicator ruled business licence numbers are not sensitive, with that information already available online, but Rezel says he wanted the addresses to determine if renters had been pushed out by short-term rentals. </p>
<p>Rezel says he believes those businesses shouldn't be able to hide their addresses, because he has found operators who have wrongfully evicted long-term tenants in favour of running a short-term rental. </p>
<p>He says provincial and city regulations have been strengthened since he began raising concerns about short-term rentals' impacts on the rental housing market. </p>
<p>The adjudicator's decision said both the city and the company opposed releasing the disputed information based on concerns that short-term rental operators would be exposed to harassment and "vigilante activities." </p>
<p>Airbnb and the City of Vancouver did not immediately respond to a request for comment. </p>
<p>Operators also argued that they were worried about enabling theft and vandalism if their addresses were exposed, but the adjudicator found those arguments "too speculative."</p>
<p>Rezel says he feels that the years of seeking transparency from the city and company were worth it, even if he wasn't ultimately successful now that "scofflaws" have to contend with short-term rental regulations from both the city and province. </p>
<p>He said his public activism has been tamed since he became a father, and his son was still in diapers when he began the freedom-of-information fight, now he's in elementary school. </p>
<p>"I just don't have the means to do it and even if I do it, I'm up against a billion-dollar company, billion-dollar city, right? I'm not going to win. I'm realistic now," Rezel says. </p>
<p>He says he still has "very strong feelings" about how to solve the housing crisis "because I don't believe the market is ever going to solve the crisis."</p>
<p>"It's never been done anywhere in the world. The most hypercapitalist place in the world is probably Singapore, and they solved it through government housing, or government-backed housing. I fundamentally still believe that." </p>
<p>Rezel says his advocacy is more behind the scenes now, and he's since set his sights on the recent announcement of data centres being built in Vancouver, believing it will be the "new battle" to watch. </p>
<p>"Yesterday, I filed a (freedom of information) request about Ken Sim's AI usage," he said. "You might lose a court battle, but the awareness that you've raised, or ... the stink you've raised contributes to a better society in the long run."</p>

<p>U.S. Attorney for New Hampshire Erin Creegan says five people have pleaded guilty to federal firearms offences and eight others were indicted by a federal grand jury in connection to international firearms trafficking.</p>

<p>Creegan says it was a sophisticated operation that used the northern border as a pipeline to transport illegal guns.</p>
<p>Court documents say members of the Akwesasne reservation in New York enlisted people to purchase firearms from licensed dealers on behalf of others who weren&#8217;t legally allowed to own them.</p>
<p>The firearms trafficking began in 2021 and ran until at least 2024, the documents say.</p>
<p>U.S. law enforcement tracked 51 firearms that were potentially trafficked through the scheme, several of which were subsequently recovered at crime scenes in Canada.</p>

<p>According to police, officers were called to the 900 block of Retallack Street shortly after 7 a.m. While the initial call suggested a house had been shot at, police said additional information led the officers to find the victim outside on Smith Street.</p>

<p>Police said the victim was taken to hospital by paramedics “with what appeared to be non-life-threatening injuries.”</p>
<p>The Regina Police Service said the shooting is under investigation, and anyone with information that could assist investigators was encouraged to contact police or make a report anonymously through Crime Stoppers.</p>

		<content:encoded><![CDATA[<p>OTTAWA — The stage is being set for a constitutional challenge of the federal government's new immigration law, which imposes timelines on how long someone can be in Canada before making a refugee claim.</p>
<p>The Canadian Association of Refugee Lawyers said it received notice Wednesday that judicial reviews of refugee claims denied under C-12 have been approved for case management, meaning one Federal Court judge will oversee all related matters.</p>
<p>The government estimated about 30,000 refugee claims would be thrown out under the new law, which says that claims must be made within a year of the claimant's first arrival in Canada.</p>
<p>The government has said the law offers legal protections for newly ineligible refugee claimants, such as pre-removal risk assessments. The law is retroactive to June 24, 2020 and the one-year rule applies to all claims made on or after June 3, 2025.</p>
<p>Aisling Bondy, a Toronto-based immigration lawyer, said one of the key questions facing the court is whether the law is constitutional.</p>
<p>She said the law can put ineligible refugee claimants in legal limbo if they come from places to which Canada does not deport at the moment due to humanitarian crises, such as Afghanistan, Ukraine and the Gaza Strip.</p>
<p>"They are not put into removal streams, so they don't get the pre-removal risk assessment. They're essentially here in limbo and that can have devastating consequences," Bondy said.</p>
<p>"If a person is here and their spouse and young children are overseas, the spouse and children cannot join them until they have a positive decision on their risk assessment or refugee claim and apply for permanent residence successfully."</p>
<p>Bondy added that they could file a claim for residency under humanitarian and compassionate grounds, but the backlog for that stream is more than 10 years.</p>
<p>The Charter of Rights statement on C-12 the government tabled in Parliament last November said the minister had not identified any ways in which the legislation could violate Charter rights.</p>
<p>The statement noted that removals from Canada have the potential to affect Charter rights to life, liberty and security of the person, but the rules in C-12 do not result in the immediate removal from Canada of an ineligible refugee claimant.</p>
<p>Bondy said a judge has not yet been named to run the case management system for these cases. She said once that happens, the judge likely will set a filing deadline before deciding how to handle the cases.</p>
<p>"Maybe we will identify a certain number of cases that will go forward first and that the judge will make their decision based on those cases as to whether the bill is constitutional, rather than looking at up to 30,0000 cases," she said.</p>
